The Dalian Commodity Exchange Launches a Series of Support Initiatives for Nationally Designated Poverty-Stricken Counties
In response to the call from the Party Central Committee and General Secretary Xi, and in alignment with the deployment of the China Securities Regulatory Commission, the Dalian Commodity Exchange (referred to as "DCE") has, based on its cooperative exchanges with Tianshui City in Gansu Province, actively organized and mobilized market institutions this year to provide targeted support to Qin'an County, a nationally designated poverty-stricken county. This effort includes conducting fixed-point donations, Talent A series of support activities, including training.
On June 14, Li Zhengqiang, Party Secretary and Chairman of the Dalian Commodity Exchange, met with Wang Rui, Vice Chairman of the Gansu Provincial Committee of the Chinese People's Political Consultative Conference and Secretary of the Tianshui Municipal Party Committee, during his research visit to Qin'an. They held a cordial discussion on further strengthening poverty alleviation collaboration and counterpart support, deepening exchanges and cooperation, and jointly promoting the economic and social development of Tianshui and Qin'an. Li Zhengqiang emphasized that the Dalian Commodity Exchange has actively responded to General Secretary Xi’s call and, under the guidance of the China Securities Regulatory Commission, is fully committed to the fight against poverty. He highlighted the exchange’s strong commitment to partnering with Tianshui, noting that they will leverage the unique advantages and strengths of a futures exchange, mobilize resources from various sectors, and play an even more proactive role in implementing the nation’s poverty alleviation strategy. Specifically, the exchange will step up its efforts to provide robust support to the designated poverty-stricken counties and districts, contributing significantly to both Tianshui’s economic growth and its poverty-fighting initiatives. Furthermore, building on their existing partnership, the Dalian Commodity Exchange aims to expand cooperation with Tianshui into broader areas, thereby fostering greater momentum for the city’s overall economic and social development.
Wang Rui briefly introduced Tianshui's basic municipal conditions and its targeted poverty alleviation and eradication efforts. He noted that in recent years, Tianshui has enjoyed strong momentum in economic and social development, with significant improvements in the city's overall strength and remarkable transformations in both urban and rural areas, yielding impressive results in poverty alleviation. He expressed hope that the Dalian Commodity Exchange would continue to pay close attention to and support Tianshui's economic, social development, and poverty-fighting initiatives, further strengthening communication and collaboration. By leveraging the unique characteristics and advantages of the futures industry, the exchange can actively promote a deeper integration between the futures market and Tianshui's real economy. Additionally, he proposed exploring cooperative opportunities in areas such as financial-driven poverty alleviation, as well as fostering exchanges and training programs for local officials, thereby continuously enhancing support measures and better serving the cause of poverty eradication while bolstering Tianshui's overall economic and social progress.
On June 15, Qin'an County hosted the "DCE Support Ceremony to Aid Qin'an County Donation Event." During the ceremony, the Dalian Commodity Exchange donated 1.448 million yuan in targeted poverty alleviation funds to Qin'an County, which will be used to provide subsidies for substitute teachers in impoverished villages, offer scholarships to college students from disadvantaged backgrounds, and fund the construction of health clinics in impoverished areas. Additionally, 200 teaching computers were donated to schools in Qin'an County's impoverished villages.
At the donation ceremony, Li Zhengqiang stated that in 2017, the Dalian Commodity Exchange proactively applied to the China Securities Regulatory Commission (CSRC) to designate Qin'an County as a designated support unit. This initiative received the approval and strong backing of the CSRC. As part of the CSRC’s deployment, the Dalian Commodity Exchange has already sent two leading cadres to TianShui City for on-the-job training. Building on this collaboration, the Dalian Commodity Exchange signed the "Agreement on Leveraging the Futures Market to Boost TianShui's Economic Development and Alleviate Poverty," and has since taken several key steps to support TianShui's economic growth and poverty alleviation efforts—such as organizing two financial training sessions specifically for TianShui's Party and government officials, exploring the establishment of a futures delivery warehouse, and facilitating matchmaking meetings between local enterprises and major corporations and listed companies to discuss potential projects.
